Never had any experience with this specific one, but I checked and they have Curacao license and low withdrawal limits. Even if your friend had done everything correct with KYC, T&C etc, would it take him nearly a year to withdraw all his funds (unless hi is a VIP). Tell your friend to register a account here. They also own Nine Casino, Cryptoleo and a few others, all of which look the same, which screams shadyasfcuk. They have a dispute resolution process via email here These Curacao casinos are terrible licences with little or no comeback when you get to complaints stage.
