3 Scatters on NoLimit's Beheaded slot doesn't trigger bonus? (Tzantza spins)

Hi all,

I was playing NoLimit City's Beheaded slot and got 3 jars (scatters). When reading the game rules this should have awarded me the Tzantza spins (free spins). 
Why didn't it? Is the game glitched?

I think you need to progress level(s) first before scatters count. I never played the game but it looks like that..

It has to "chop off" the scatters, like the way the winning symbols get "chopped off" for them to fall in.  Just being in view isn't enough, they have to be triggered by a win above them making them fall down.
