I don't think that is really the issue at hand.

In my opinion the issue there was that Pragmatic used a EUR 500K win of Roshtein for promotional purposes.
For obvious reasons this is a marketing blunder because a game provider shouldn't want to be affiliated with a fake streamer.

Roshtein is playing fake money and on crooked casino's, but the win itself is likely legit.
It is just a 5000x (max capped win) on Madame Destiny on an EUR 100 stake. 
When someone plays as much as Rosh, (s)he is bound to get a max win now and then.

Pragmatic is a huge game provider and don't or shouldn't need to rig their games, moreover their games are certified.

Despite that Pragmatic has a hard time shaking off a bit of a shady reputation though.
Many years ago Pragmatic have taken over 'Topgame Solutions' which really was crooked software.
